Town Planning
Introduction of planning functions; Planning theories; Modern planning approaches and processes; Urban development; Industrialization and urbanization; Economic implications of planning controls; General practice of town planning in Hong Kong.

Building Construction and Management
Construction economics; Construction management techniques; Building techniques of complex buildings in Hong Kong; Inspection and testing of new buildings.

Real Estate Economics and Housing Policy
Theory of land rent and land use; The Open City Model; Effects of transportation on urban structure; Characteristics of demand and supply; Space and Investment markets; Vacancy hypothesis; Determinants of capitalization rates; Housing problems; Effects of abandonment; Filtering; Neighborhood effects; Population growth; Evaluation of housing policies.

Part 2

Law of Real Property
Registration of title; Adverse possession; Conveyancing; Laws of landlord and tenant; Creation of leases; Building management ordinance; Re-development legal framework; and legal issues relating to land administration.

Real Estate Finance and Investment
Definition, nature and importance of market efficiency; Differences between real estate and securities investments; Portfolio selection models; Mortgage financing; Functions of MBS, and development of REITs.

Global Finance and Risk Management
The horizon for global strategy; Imports and global sourcing; Location of supply, production, and investment; Limitation of foreign ownership; Monetary policy and foreign exchange controls; Capital controls; Controlling outward direct investment; Political risk assessment; Definition and measurement of risk; nature of risk and return relationships in real estate and equity securities;

Marketing Strategy of Developers
The marketability analysis extends the market study by adding information derived from the site-specific analysis and ascertaining the competitive potential of a specific project and judging the projects potential for attracting a definable part of market demand available. Apart from residential and office properties, marketing strategy also includes the analysis of shopping centers which requires an understanding of the economic rationale for the existence and viability of shopping center developments.

Real Estate Development Process
Development process; Feasibility studies and development appraisal; Development Control measures; Market research; Project financing; Pre-selling, auctions and selling by tender; Building planning regulations; and legal issues affecting property development.

Note: 2 scholarships from Real Estate Development Association (REDA) will be offered to the students of the Diploma programme, provided they have successfully completed part I and proceed to part II.
